Rice and the West Loop, could be redeveloped from a technical research park to a more open commercial space, which would be subject to permitting.  The new North Bellaire Special Development District has its community supporters and detractors; eight Bellaire residents spoke at the Jan. 14 public hearing to express their opinions, with possible flooding issues from the development, increased traffic and conflicts with neighborhood deed restrictions causing concern.  The Commission will vote on the suggestions at its meeting on Feb. 11.
